Should the stimulus package limit bonuses?

The stimulus package will limit employee bonuses for any company that received federal funds.  Is this a good idea? Is it fair?

On the one hand it seems crazy to pay bonuses to people who have mismanaged these firms - they must have mismanaged or the firms wouldn't need the bailout, right?( Not necessarily....)

On the other hand, bonuses are the convential form of compensation in that field. The bonuses are considered as a whole with the base salary and not at all a special, additional benefit for exceptional performance.  Limiting the bonuses is in effect forcing everyone to take a paycut.

What do you think? Should bonuses be limited?
